The legislative agenda of the Ministry of Development for business

A series of legislative interventions and initiatives will be implemented by the Ministry of Development and Investment within 2022, which are directly related to businesses and their operating framework and investments, leading the new Development Law. In addition, however, a series of regulations are provided for the digitization and facilitation of companies in various sectors as well as the activation of the new NSRF 2021-2027.

The Development Law provides for 13 thematic investment schemes, namely:

– Digital and technological transformation of enterprises

Agri-food – Primary Production and Processing of Agricultural Products Fisheries
– Strengthening tourism investments

Announcement of 4 schemes of the new development within the year

From the 13 above mentioned thematic investment schemes, the announcement of 2 schemes is foreseen until July 31, 2022 and another 2 schemes until December 31, 2022. Based on the planning of the Ministry of Development and Investment until September 30 of the current year, the preparation of the Provisional Classification of investment plans and until December 31 the signing of affiliation decisions.

Institutional framework of Strategic Investments

A milestone in the ministry’s planning for this year is the implementation of the institutional framework for Strategic Investments with the meeting of the Interministerial Committee for Strategic Investments, which is scheduled to meet at least three times this year. At the same time, it is planned to issue decisions to include new projects in the Strategic Investment process and to contract a project for an Integrated Information System by the end of 2022.

The main pillars of the ministry are the implementation of the institutional framework for Public-Private Partnerships, in cooperation with the European Bank for Reconstruction and Development (EBRD) in more than 3 PPP projects, the contracting of the Integrated Information System in January the completion of the project 15 months after the signing of the relevant contract.

Completion of NSRF actions 2014-2020 and parallel activation of NSRF invitations 2021-2028

Regarding the NSRF 2014-2022, the latest announcements are completed with the integration – establishment of more than 30 innovation clusters, 12 capacity centers for public-private partnerships in Research and Technology, evaluation and integration of technology transfer offices for immature and more mature structures, completion of the evaluation and repayment of start-ups of Elevate Greece and acceleration of the action “Research-Create-Innovate” and bilateral research and Technology collaborations with completion by 2023. At the same time it is planned to activate the first calls for the NSRF 2021-20.

It is noted that the relevant announcements are scheduled for the period from the 1st quarter to the 4th quarter of the year.

In the 2nd quarter the choice of contractor for CHROPEI

For the 2nd quarter of 2022, the selection of a contractor is placed for the emblematic project concerning the construction of the State of Innovation in the old facilities of CHROPEI in Piraeus, which remained inactive for a significant period of time. The construction of the project will be carried out with the PPP process.

Upgrading Elevate Greece and providing working capital to startups

The plan also includes the upgrade of the electronic platform Elevate Greece for the monitoring and support of the Greek innovation ecosystem through the National Register of Young Entrepreneurs, extroversion and networking actions and the holding of the National Awards for Young Entrepreneurship. In this context, in June, the support of the start-ups of the National Register, Elevate Greece, will be implemented in the form of working capital, while until December, the annual report of the action and the holding of the annual national start-up awards will be issued.

In addition, the initiatives of the Ministry of Development include the simplification and digitization of licensing procedures and supervision of economic activities under the Recovery Fund, with the aim of improving the business environment. In this direction, the adoption of a legislative framework for the simplification of licensing procedures for economic activities within the 4th quarter of 2022 is planned.

Investments in smart manufacturing are accelerating

The ministry has planned, among other things, the acceleration of investments in smart processing within the Recovery Fund, with funding amounting to 75 million euros and related to very small, small and medium enterprises of the Greek industrial ecosystem. The specific intervention will concern the improvement of the technological infrastructure of the companies and the upgrade of their productive equipment with the use of smart technologies. The actions of publication, announcement and elaboration of the program guide are planned for the 1st quarter of 2022.

Draft national strategy for industry

For the industry sector, the ministry’s pursuit is also the development and implementation of a national strategy, with its formulation to be placed for the 2nd quarter of 2022 and the planning of the implementation for the 4th quarter of the current year.

A series of interventions to improve the business environment

Finally, a series of moves will be implemented to improve the business environment by simplifying the regulatory framework and reducing the administrative and regulatory burden on business.

The main interventions of the Ministry of Development in this area are:

– Submission of a draft law on cross-border transformations of companies, where the European directive 2019/2121 will be incorporated in the national domestic law.

– Submission of a draft law for the extension of the use of the electronic service of a Station for setting up a company in all corporate forms (cooperatives, joint ventures, European company) and the electronicization of the process of establishing foreign branches, where the European directive 2019 will be incorporated into national law. / 1151.

-Review of the rules of distribution and marketing of products and services.

-Expansion of the information system for the outdoor trade, OPSAA – OpenMarket.

– Modernization of the organizational framework of the operation of the chambers by modifying their organizations.

– Formation of a proposal to amend Law 4177/2013, on rules for regulating the domestic market.
