All mobile devices sold in Russia must have parental controls by default. This was stated at the youth forum by Oleg Kachanov, deputy head of the Ministry of Digital Science.
The deputy minister believes that parental control is a necessary thing in the modern world, and therefore it is necessary to pre-install this function on all smartphones, tablets and other digital devices sold in Russia. However, it will be up to each parent to decide whether to activate the new system or give the child complete freedom of action without any restrictions.
Oleg Kachanov believes that digital literacy of children should start at school. The task of teachers is to explain where, how and why the child transfers his personal information. And the task of the state is to make sure that from school age a person has a digital profile on the portal of public services. Parents, in turn, should tell their child that not all information resources are equally useful, and some sites can even be life-threatening. The ministry believes that such joint work of teachers, authorities and parents will help children learn how to properly manage their personal data.
