All mobile devices sold in Russia must have parental controls by default. This was stated at the youth forum by Oleg Kachanov, deputy head of the Ministry of Digital Science.
The deputy minister believes that parental control is a necessary thing in the modern world, and therefore it is necessary to pre-install this function on all smartphones, tablets and other digital devices sold in Russia.
