How many times have we found ourselves faced with the bills of light or gas prisoner to understand what the price of the raw material was, only to give up, how for the cooking time of the packaging on the pasta? Or not, the enigmatic character of bills (who continued to persist despite the evolution of bill 2.0 introduced in 2014) from July 2025 could be a vague memory thanks to the new light and gas bill of Italians, as required by the resolution of Arerathe adjustment authority for energy, networks and environment. A new look, which will make the bills light and gas clearer, simple and understandable.
From 1 July the new bill will be the same for everyone, standardized, and above all, hopefully, understandable. There will be an equal frontispiece for everyone with the main general information, an energy receipt, to understand at a glance consumption and prices, and a Box Offer reminiscent of the conditions signed. But what really changes for us consumers? And above all, how do you read this new bill? We asked him to Stefano Besseghini, president of Arerathe architect of this small-large energy revolution.
President Besseghini, what will change concretely for the average consumer in the new current bill?
«The first thing you will notice by opening the bill will be the completely different aspect: the first page will be identical by structure and content. There is the unified frontispiece with the amount to be paid and all the essential information. But the real revolution is the “Energy receipt”: quantity per price equal cost. You will clearly see how much you consumed, at what price, and how much you pay accordingly. Then there is the “offered box”, how to have always submissive the signed contract to verify that everything is applied correctly “.
Can you better explain the receipt of energy?
“We want it to be simple as when you go to the supermarket. Today open the bill and see a final figure without understanding where it comes from. Tomorrow you will see the whole route: you have consumed Tot Kwh of electricity or cubic meters of gas, at this price, then for consumption paid this figure. Point. But it does not end here: the receipt will also show the “fixed fee” – those costs you pay anyway, even if you don’t consume anything. For electricity there is also the “power share”, linked to the power of the counter. Everything will be divided between the one you pay to the supplier and the one you pay for network services established by Arera ».
Can you do a concrete example?
«Let’s take the example of a type type. You have consumed 300 kWh in two months and your energy price is 0.20 euros per kWh. In your receipt you will see: consumption share: 300 kWh × 0.20 €/kWh = 60.00 €. Fixed fee: let’s say € 30.00 (two -monthly fixed costs). Power fee: if you have 3 kW, pay around 3.30 euros. Total “energy”: 93.30 euros. We add network services and system charges – another 40 euros – we reach 133 euros. With VAT to 22%, another 29 euros. Final total: 162 euros. The important thing is that now you will see all these steps, one by one ».
What is the most common error we make by reading the bill today?
«The mistake I see most often is this: people look at the bill, see that he consumed little but has paid a lot, and think” they are cheating on me “. No! If you go on vacation a month and consume zero energy, the bill won’t be zero. However, you will pay fixed costs, network services, taxes. It’s like the phone subscription: you pay it even if you don’t call. The new bill solves this root problem ».
Does the offer offer serve to check if the supplier respects the contractual conditions?
“Exact. We should reduce the reports of people who say: “I had signed for a fixed price and now I find myself with different rates” or “they had promised me a discount that I don’t see applied”. The box offered is like having a photograph of the signed contract in your pocket. It reminds you: “You have signed this offer, under these conditions, with this price”. And each time you can immediately check if the supplier is respecting the commitments made ».
What should we look first in the new bill?
«My advice is to follow a logical path. First of all: look at the title page for the total amount and the deadline. Second thing – here is the novelty – go immediately to the receipt of energy. Check consumption: are they reasonable compared to the previous period? Is the division between consumption fee, fixed fee and power fee is clear? Third thing: the box offered. Compare what you see applied with what it should be according to your contract. Only if something does not come back, then deepened with the detailed elements ».
Will there be digital tools to help us?
«Absolutely yes. Those who want to limit themselves to the paper bill will have all the essential information already there. But those who want to learn more will have a QR code that leads to an online section where you find everything: the glossary with the explanations, the details of the calculations, the possibility of comparing your offer with those available on the market through our comparator ilportaleofferte.it. It is like having an energy consultant always at the end of smartphones »-
