The new strategy for upgrading skills in Greece

The “road map” is ready for upgrading the skills of the labor force and connecting them with the labor market.

The Minister of Labour, Mr Kostis Hatzidakis, approved the relevant “Strategy”, which aims to form a coherent framework for the diagnosis of the needs of the labor market in terms of skills, the forecasting of these needs in the near and mid-term future and the utilization and adaptation of continuing professional training actions (through DYPA-OAED programs, etc.), in order for the workforce to acquire or upgrade skills, so that it can be directly and successfully connected to the labor market.

In detail, the axes and key actions of this strategy are as follows:

1. Labor market transformation for creative use of workforce skills

– Encouraging companies to invest in high quality training aimed at developing skills relevant to the labor market.

– Rewarding employees who participate in education and training.

– Focus on the retraining of employees either to upgrade their workplace or to change the working environment.

– Collection and distribution of information on good practices for the development and use of employee skills.

– Investment in financial literacy skills, project management, human resources, etc. that will be able to immediately bring about improvements in the organization and operation of businesses.

2. Enhancing business innovation and resilience by upgrading the digital intelligence of the workforce

– Development in clusters of digital skills adapted to the needs of different professions and branches of economic activity.

– Cultivating skills for mining knowledge from data and creative use of digital technologies.

– Developing skills for solving technical problems, protecting ICT devices, as well as identifying needs and technological ways to address them.

– Cultivating in the general population skills for digital identity management, communication through digital technologies, data sharing through digital technologies, use of rules of the code of ethical behavior on the Internet, collaboration through digital technologies and civic participation through digital technologies.

3. Cultivating environmental awareness and promoting responsible environmental behavior in employees and unemployed

– Development of investigation, analysis and interpretation skills.

– Cultivating knowledge about environmental processes.

– Developing skills to understand and deal with environmental issues.

– Promotion of responsible environmental behavior.

4. Promotion of the circular economy and energy saving

– Promotion of knowledge, abilities and skills related to renewable energy sources (RES), repairs, material reuse and the sharing economy.

– Development of complex cognitive skills consisting of ICT (Information and Communication Technologies) management, planning and implementation activities.

5. Reduction of labor market skill mismatches with targeted skills enhancement actions at sectoral – professional – spatial level

– Analysis of the labor market and identification of dynamic sectors and professions over time by municipality, gender, age, education level, skill level, employment status.

– Analysis of planned investments in the area and detailed determination of personnel requirements.

– Comparative analysis of the professional structure of sectors of interest and identification of upgrading needs.

– Empirical research in existing businesses to identify staffing and skills needs.

– Training of labor consultants in the implementation methodology.

6. Strengthening professions and skills of the future

– Identify new dynamic professions worldwide.

– Comparative analysis of the European and Greek labor market and identification of new professions.

– Contact with businesses that will likely make use of the new professions and detailed determination of the needs in knowledge, abilities and skills.

– Strengthening the horizontal skills of the workforce while matching them with the real needs of the labor market.

Indicative new occupations in the US labor market:

– Blockchain Engineers: Maintenance and support of distributed and decentralized blockchain-based networks or blockchain applications.

– Information Security Engineers: Development and oversight of information security procedures and policies. Construction, maintenance and upgrading of security technology.

– Penetration Testers: Assess the security of network systems by simulating internal and external cyber attacks using a variety of tools and techniques.

7. Strengthening the horizontal skills of the workforce while coupling/matching with the real needs of the labor market

– Cultivating in the general population important skills for both employers and employees, such as (in order of importance, according to Labor Market Needs Diagnostic Mechanism research).

Sources and amount of funding

The financing of the measures and individual actions of the Workforce Skills Strategy, including those that will be specialized in the next period within the framework of its strategic goals and directions, will be carried out primarily by the Recovery and Resilience Fund (Resilience Fund).

In the framework of the TAA, resources of more than 1.2 billion euros are foreseen for the purpose of financing reforms (changes in structures and procedures) and investments (structural and organizational changes) concerning, among other things, the creation of the necessary infrastructure but also the design and implementation of programs with an emphasis on digital and green skills, as well as horizontal skills (e.g. financial literacy).

Additional resources of the order of 370 million euros will be allocated for the development of sectoral skills with urgent Authority ministries, such as the Ministry of the Interior, the Ministry of Culture, the Ministry of Justice, the Ministry of Migration Policy and Asylum, the Ministry of Tourism, the Ministry of Labor (according to part that does not concern programs of DYPA competence).

The implementation of the Strategy also anticipates the utilization of additional funding opportunities for policies and actions to strengthen vocational education and training through ESIF resources that will be allocated to Greece for the fulfillment of European goals during the 2021-2027 programming period.

These resources include the resources from the Public Investment Budget and from the National Development Program and the Sectoral Development Programs of the ministries.
