As stated in the government’s report on the results of the meeting with the Deputy Prime Minister Alexander Novak, the Ministry of Energy of the Russian Federation is instructed to submit proposals to strengthen the punishment for illegal attachment to electric networks, theft and violation of the prohibition of mining.

The Deputy Prime Minister heard reports of the Ministry of Energy, the Federal Service for Supervision of Communications, Information Technologies and Mass Communications, as well as the Federal Tax Service (Federal Tax Service) on the current state of affairs in the field of regulation of mining and combating illegal prey of cryptocurrencies.

Novak instructed the Ministry of Energy to finalize proposals for the introduction for miners of the fourth category of reliability of energy consumers. It implies the ability to remotely disconnect miners from energy supply at any time during the peak loads and the threat of energy deficiency in the regions.

In addition, it is proposed to introduce mandatory labeling and certification of foreign equipment imported into Russia, intended for the extraction of cryptocurrencies.

The modified regulatory documents should be submitted until the end of the current quarter, after which their phased implementation will begin in regions with current mining restrictions.

Since January, mining in Russia has been banned from the territories: in Buryatia and Transbaikalia it is limited during the heating season, in the south of the Irkutsk region and the republics of the North Caucasus is prohibited until the spring of 2031. In other regions of the company and individual entrepreneurs, cryptocurrency can be mined by registering in the Federal Tax Service, and individuals are allowed to minute without registration, but within 6,000 kWh per month.

Earlier, the Ministry of Energy, the Federal Tax Service and the Ministry of Digital Development, Communications and Mass Communications have compiled a register of equipment for the extraction of cryptocurrencies. He should help detect and identify miners.
