The Single Digital Map at the Recovery Fund

The project Unified Digital Map and National Infrastructure Register was included in the Recovery Fund, by decision of the Deputy Minister of Finance Theodoros Skylakakis and with a proposed budget of 51 million euros, including VAT (approved credit for this year 33.6 million euros).

“The Single Digital Map and the National Register of Infrastructure will be a key pillar project, on the one hand of the Public Administration at all levels of the spatial hierarchy and on the other hand in the context of improving the services provided, the direct and legally valid information of citizens, a modern, effective technological tool based on standard methodologies and specifications “, is mentioned in the integration decision.

The Contract for the implementation of the project, amounting to 44.3 million euros, was signed at the end of 2021 between the Technical Chamber of Greece (TEE) which is the developer of the project and the consortium, OTE – Intrasoft.

The Unified Digital Map and the National Register of Infrastructure as a unified information system of the Greek state will simplify the business environment, will make the urban geospatial information transparent and accessible to all, helping the investments.

The aim is to create an integrated information system, which will collect, systematize and integrate digital geospatial information held by different bodies of public administration and e-government and concerns the status of ownership, construction, exploitation or protection of real estate in order to become interoperable through a single web platform.

The individual actions

The project is analyzed in individual actions for the supply and completion of the systems with the necessary information for its purpose as well as in operational functions and procedures for the digitization, integration and maintenance of new information, which concern:

1. In the functional integration of the Geographic Information System “e-Urban Planning III” with all the relevant electronic systems and databases (eg Certified Forest Maps, Orthophoto Maps, Natura and information systems of Hellenic Land Registry SA, NW Declarations Arbitrary Buildings and e-Permits of TEE, e-Index of Aegiali and maps of objective values ​​of G.G.D.P. etc.) that have been developed until today and concern the structured environment, the institutionalized spatial planning, urban planning , road and building framework and protection regime.

2. In the expansion of these with additional information on the Legal, Spatial, Urban, Road and Building framework, in order to create integrated services “one stop” for Economic-Investment activities related to Construction in the areas of Housing, Public Real Estate Development, Tourism and Productive Business Activities.

3. The integration of the above integrated systems into productive and mandatory operation, with constant updating of their information by authorized user engineers, following relevant legislative approval, through procedures and fully documented compliance and information mechanisms.

4. The creation and operation of a central portal of integrated one-stop electronic services, based on open standards.

5. In the creation of a mechanism for evaluation / approval of the information submitted for inclusion of a Single Digital Map, based on standard data evaluation indicators by certified professional engineers

6. The creation of critical information systems with functionalities aimed at enhancing the overall adequacy of the Single Digital Map such as in particular a) Geographic information system of Structured Surfaces and Register of Buildings, for the completed construction and electronic identity of buildings, b) Geographic information system zones of objective values ​​and commercial factors, c) information system, location and licensing of business activities, d) database and geographical information system of the National Infrastructure Register, e) Life Flow Flow Management Mechanism of the studies announced.

7. In the provision of value-added services, which have a critical enhancing effect on the viability and successful operation of the Project such as in particular services of upgrading the existing information systems that will be integrated in the project (Land Registry, TEE, etc.), the provision of remote digital subscriber services certified professional engineers, the provision of productive operation and guarantee services of information systems, the provision of services to disseminate the results of the Project and awareness raising of all involved citizens, companies, public officials, professional engineers, etc.

All the services of the Single Digital Map and the National Register of Infrastructure, which will be developed within the project, will be provided through a cloud environment. Specifically, the Project will be installed and hosted in the infrastructure of the Government Computing Cloud G-Cloud of GGPSDD, while it will cooperate with the respective services of the Hellenic Land Registry.
