The State Duma introduced fines for the sale of smartphones without Russian applications

Deputies of the State Duma adopted in the third and final reading amendments to Article 14.8 of the Code of Administrative Offenses of the Russian Federation, which introduce fines for the sale of smartphones, computers and smart TVs without preinstalling domestic software.

For officials, the fine will be from 30 thousand to 50 thousand rubles, for legal entities – from 50 thousand to 200 thousand rubles. Rospotrebnadzor will consider cases of such violations. The new legislative norms will come into force on July 1, 2021, if they are approved by the Federation Council and the President of Russia.

The law on the mandatory pre-installation of domestic software on smartphones, computers and televisions sold in Russia was adopted at the end of 2019 and was supposed to enter into force on July 1, 2020, but in December 2020, the State Duma postponed the mandatory pre-installation of domestic software until April 1, 2021.

The list of software required for installation has already been approved – it includes many products from Yandex, Mail.ru, including ICQ, VKontakte, and so on.
