The photo of the pair sparked a debate on social media after it was posted on the ‘Phone and Seatbelt Detection Camera Locations Queensland’ Facebook group.
The Ministry of Transport and Main Roads in Australia said the passenger’s behavior would result in an infringement notice in relation to “passengers not wearing a seatbelt or wearing it incorrectly”, according to the Courier Mail.
Users on social media were divided about what is really going on in the photo.
Some said they believed the person in the passenger seat was asleep and not engaging in “high-risk” behavior.
Still others remarked that the fine imposed was too harsh.
“Did someone fall asleep on your lap? Is that why you got fined?” someone remarked.
“She must be sleeping lol,” was another comment.
A spokesman for the ministry spoke of “high-risk behavior” that could lead to a traffic accident.
