According to the Ministry of Finance in a relevant announcement, the impact of the measure of submitting first aid applications through the platform arogi.gov.gr is also confirmed by the number of applications, which have increased significantly in recent days.

In particular, the applications for first aid against housing assistance amounted to 8,708 TIN, a number which exceeds the data obtained from the autopsy process by the relevant services of the Ministry of Infrastructure and Transport, while the picture is similar. with regard to applications for compensation for household goods and for first aid against business subsidies.

The Government and the Ministry of Finance, with the support of the Independent Public Revenue Authority (AADE), have already responded very quickly to the requests of the victims, while the process for the payment of the other beneficiaries continues with the same speed, depending on the course. cross-examination of the required documents for rapid autopsy or re-examination by the competent services of the Ministry of Infrastructure and Transport. At the same time, inspections and intersections are launched, by a special working group, in the cases of applications for first aid against the subsidy to the companies affected by the earthquake, so that the beneficiaries can immediately receive the support provided. It is noted that, so far, a total of 27,089,358.38 euros have been allocated to 2,962 citizens (unit TIN), who submitted their applications.

At the same time, in order to leave no beneficiary outside the aid framework offered by the first aid, the Government and the Ministry of Finance evaluate the existing data, so that at a later time, in cooperation with the Independent Public Revenue Authority, it will be possible to submit application on the platform arogi.gov.gr:

(a) for those affected by the earthquake who have not been able to complete their application due to procedural issues relating to changes in their declaration of immovable property due to inheritance arrangements;

(b) for those affected by the earthquake wishing to update or revise (even withdraw) their application after the completion of the inspection by the competent services of the Ministry of Infrastructure and Transport, and

(c) for those affected by the earthquake – it is estimated that they are minimal in number – failed to submit an application during the two application phases on the platform and wish to submit, after the completion of the inspection by the relevant services of the Ministry of Infrastructure and Transport .

It is noted, once again, that the one-time emergency first aid of JMD GDOU 979 is granted in return for housing assistance to the owners, in full or in part, of commercial buildings, houses and other non-professional buildings, which were damaged by the earthquake. September 27, 2021.

The owner must then submit an application to the competent department of the Ministry of Infrastructure and Transport, accompanied by the required relevant file, for the restoration of the building, in order to be considered a beneficiary of housing assistance (free state aid and interest-free loan) for its repair or reconstruction damaged building (depending on the characterization of the building as repairable or dangerously dilapidated, due to the damage it has suffered), with the issuance of the required administrative acts, in accordance with the joint decisions of the Ministers of Finance, Development and Investment and Infrastructure Transportation, demarcation of the affected areas and granting of housing assistance.

Accordingly, the one-off emergency first aid aid of JMD GDOU 978 is granted in return for damage to businesses and non-profit organizations, which have their registered office or branch and operate legally in affected areas and which have suffered material damage. caused by the earthquake of September 27, 2021 in assets.

Then all the necessary information must be submitted to the state aid committees of the Region, in order to carry out an assessment and recording of the losses and to send the relevant statements to the Ministry of Finance, in accordance with the procedures of law 4797/2021.

It is emphasized that the amount of first aid against housing assistance is offset by the final amount of housing assistance to be determined by the Ministry of Infrastructure and Transport, while the amount of first aid against compensation for business losses is offset by the amount of grant as determined the Ministry of Finance after the recording of losses by the state aid committees.

Both for the first aid against housing assistance, and for the first aid against subsidy, but also for the first aid for compensation of household goods (JMD 980) it is pointed out that, in case the recipient of the aid is not finally considered a beneficiary or the amount entitled is less, the return of the total amount or the excess amount to the Greek State is provided. Respectively, in case of a false declaration, the amount of the aid is returned to the Greek State and the procedures provided for such cases are initiated.
