The UN Security Council today adopted a resolution establishing a formal and lasting relationship with the Taliban in Afghanistan, a text that does not equate to formal recognition of the new government.

For one Western diplomat, Russia “simply blocked” the negotiations, without being able to say whether it had anything to do with Moscow’s war in Ukraine.
