The implementation of the program for the promotion of employment through an eight-month Public Benefit Program for 25,000 people in Municipalities, Regions, Social Welfare Centers of Regions, etc., follows the signing of the relevant Joint Ministerial Decision of the Ministers of Finance. , Education, Labor, Health, Environment and Energy, Culture, Shipping, Home Affairs and the Deputy Minister of Development.

Given that the process of allocating seats to municipalities and other bodies has already been completed, the signing of the JMC paves the way for the publication of the relevant invitation by OAED until the beginning of December and then the start of the application process by those registered in the register of the Organization unemployed who have the right to participate in the program. The placement of the beneficiaries in the positions is expected to take place at the beginning of 2022.

The Minister of Labor and Social Affairs, Kostis Hatzidakis, stated: “A new program of community service is coming to strengthen the Municipalities, especially those affected by the devastating fires of the summer, but also the Regions and the Social Welfare Centers. An employment program for all the unemployed 25,000 citizens, mainly the long-term unemployed, will offer valuable work to Municipalities and Regions across the country. their community service will enhance their ability to enter the labor market. ”

The action has a total budget of 188.6 million euros, is co-financed by the NSRF and OAED and has two parts. The first concerns the placement in a specific employment position for 8 months of unemployed registered in the OAED register in Municipalities, Regions, KKPP, related bodies and services of Ministries and other bodies. The second part concerns a theoretical training program of up to 150 hours in licensed Lifelong Learning Centers that will lead to certification of the knowledge and skills that will be acquired, constituting an active employment policy. Participation in the training (where new topics have been added) is mandatory for beneficiaries up to 54 years old and optional for beneficiaries aged 55 years and older. The procedure and conditions for the implementation of the training will be specified in a separate invitation to the Training Providers. Therefore, those who join training activities will work in Municipalities, Regions, etc. for 7 months under the program and will participate in training for one month. Beneficiaries over 55 will work for 8 months.

The aim is to increase the employment of the unemployed with an emphasis mainly on vulnerable groups at high risk of exclusion (long-term unemployed, low-skilled unemployed) and required to work in the first phase, in a “protected environment” in order to enter the labor market and avoid marginalization while maintaining their employability. At the same time, the program is connected with the upgrading of knowledge and skills, so that the participants are strengthened during the process of integration in the labor market.

OAED welcomes the electronic applications of the beneficiaries and compiles a classification table of unemployed – by sector and specialty – according to the provided selection and classification criteria (period of continuous registered unemployment, disability, annual income, number of minor children, if the beneficiary is a beneficiary Income etc.). It then links the beneficiaries to the jobs of the supervisors and placement services according to the final rankings.

OAED covers the salary costs of the beneficiaries that will be employed by each institution as well as the insurance contributions. The net daily remuneration of the beneficiaries is set at 1/25 of the net amount of the current minimum wage and may not exceed the net amount of the minimum wage, as applicable.
