The Zan bill returns to Parliament: can it become law?

The ddl Zan it was re-presented, in its original text, in Parliament. The Democratic party has chosen to resubmit the bill six months after the sinking in the Senate when there was applause from the other side of the chamber. The text, in 10 articles, is the one approved by the Chamber in 2020 and rejected by the Senate last November, where there were fewer votes from forces that had instead given their support to Montecitorio. The goal is to regain those consents.

«We present the Zan bill in its original version for a battle that we have practically never abandoned. We are however willing to make changes. For us the field of rights is fundamental, it remains fundamental in the party’s DNA. We believe it is possible and necessary approve the law against homotransphobia and if we do not succeed it would be a defeat for the country “said the secretary of the Democratic Party Letta, presenting the text again.

Alessandro Zan, who gave the name to the bill, explained: “Italy is the only country in Europe that does not have a hate crime law together with Hungary and Poland. And it cannot be that Italy is on the same level as Orban’s Hungary ».

From the immediate center-right the reruns. «Do they reproduce the same text as the Zan law? These are the priorities of the Democratic Party, ”he said Maurizio Gasparri by Forza Italia, «But if to err is human, persevering, as we know, is diabolical. Punishing discrimination more severely is a must. Introducing new discrimination and crimes of opinion is a wrong choice, which will prove to be the loser ».

The hopes of seeing the text approved in this legislature are very low. “We re-present the text as it came out of the House and we hope for a miracle, that is, that whoever voted for it in the House will vote it back in the Senate. The Democratic Party adheres to the whole wave of pride, “said the senator Monica Cirinnà.

The points under discussion remain the same. “Removing gender identity as many are asking means removing the protection of transgender people who are the most discriminated against; and the most killed, given that Italy is the country where the most are killed in Europe, “Alessandro Zan told the press. There is the knot of the school, of the entry into the classrooms of the themes Lgbtqi +, and that of the celebration of the world day against homotransphobia. Above all, there is the problem of Article 4 which has been accused of limiting freedom of opinion.

Nothing has changed since the rejection in Senate and it seems difficult for the center-right to approve a text that could be a bulwark for the center-left in the next election campaign as well. The natural end of the legislature is in less than a year, in March 2023. The decision of the Democratic Party to re-present the same text seems more a choice of flag than a proposal capable of reaching completion.
