There are tabs in Explorer. They even changed the left panel, for the first time since Windows 7

Microsoft has released a new build of Windows 11 numbered 25136, which has changed the “Explorer” – it has the long-awaited tabs. Also, the developers have transformed the left quick access panel, it has lost the echo of the old implementation (which has been dragging on since Windows 7).

The updated left panel provides “easy access to pinned and frequently used folders.” Microsoft has paid more attention to integration with its OneDrive cloud storage – for example, now the username associated with the account is displayed. The developers also got rid of duplicates in the “This PC” submenu – now it does not display the standard Windows folders that are in quick access (“Music”, “Video”, “Documents”, “Images” and the like).

At the moment, Microsoft, apparently, is in the early stages of testing innovations in File Explorer, so they are being rolled out gradually and may not even be available to all members of the Insider Program at first.
