There is no way municipalities can enforce quarantine, says SP Health Secretary

The State Secretary of Health of São Paulo, Jean Gorinchteyn, declared, this Thursday (9), in an interview with CNN, that there is no possibility for municipalities to enforce the five-day quarantine for travelers not vaccinated against Covid-19. The measure imposed by the federal government is valid from next Saturday (11), due to the advance of the Ômicron variant.

“Either we do a correct program, or we continue not doing it. I simply make a demand like this operationally inappropriate. I can’t make 645 municipalities [de São Paulo] oversee the path of that individual. If he will really be at home, if after the five days he will be tested or not, as well as if he has symptoms in the five days”, claimed Gorinchteyn.

“The Ministry of Health has to understand the operationality of the facts. Operationally this is unfeasible, unsafe and incorrect. Or we demand, as all countries do, the vaccination card, and at the airport I already restrict the departure of this individual at origin. And with that, consequently, his entry into our country, whether through ports or airports”, he continued.

According to the federal government decree, anyone wishing to travel to Brazil must present proof of vaccination with immunization agents approved by the National Health Surveillance Agency (Anvisa) or by the World Health Organization (WHO) or authorized by the airline responsible for the flight. country where you were vaccinated. The completion of the vaccination cycle must be carried out 14 days before departure.

Those who are not vaccinated must carry out self-quarantine, stating the address where they will comply with the measure. On the fifth day, the person should take an RT-PCR test. If the result is negative, you can leave isolation and continue your journey. The Strategic Health Information Center (CIEVS) in each region will be responsible for monitoring.

The adoption of quarantine takes place after Anvisa reiterates, in a statement, on December 1st, that it has been requesting for more than a year to the Interministerial Committee the adoption of quarantine or self-quarantine for the entry of travelers into the country.

However, the agency had also asked for the adoption of the complete vaccination certificate for entry into the country, citing that it is “even more necessary given the identification of the Ômicron variant in national territory and the consequent effort to contain it”. The measure was not accepted by the government.

According to the Minister of Health, Marcelo Queiroga, in a statement on December 7, countries that have identified the Ômicron variant “cannot be punished with restrictions on their citizens”. The Minister of Health also declared “that people cannot be discriminated between vaccinated and unvaccinated in order to impose restrictions”.
