Third ANP Permanent Offer auction moves BRL 422.4 million

The third auction of areas of the Permanent Offer, held this Wednesday (13) by the National Agency of Petroleum, Gas and Biofuels (ANP), ended with R$ 422.4 million collected and a premium of 854.8%.

A total of 379 blocks were offered in 14 areas in seven sea and land basins: Santos, Pelotas, Espírito Santo, Recôncavo, Potiguar, Sergipe-Alagoas and Tucano.

About 15% of the blocks offered attracted interested parties from the group of 14 companies that participated in the dispute. Among them were Total Energies, Shell Brasil and Ecopetrol. Petrobras did not submit offers.

According to the ANP, today’s offers are permanent and the main mode of bidding for areas for exploration and production of oil and natural gas in the country. Blocks are offered on an ongoing basis, without companies having to wait for a traditional bidding round to complete the bidding.

The Minister of Mines and Energy, Bento Albuquerque, participated in person at the event, which took place in Rio de Janeiro.

“About today’s round, we can highlight the interest of several companies that started or consolidated their operations in Brazil, acquiring mature fields from Petrobras through the divestment process”, said the minister.

“For the future, we need to maintain the rhythm of daily offers based on market demand. The national energy policy council has already authorized the contracting of any block available under concession and the inclusion of 11 areas of the pre-salt polygon to be tendered in the production sharing regime until the end of the year in the permanent supply system”.

Shell, Ecopetrol and Totalenergies take auctioned blocks in the Santos basin

Shell, in partnership with Ecopetrol, and TotalEnergies, alone opened the third cycle of the Permanent Offer with an appetite and guaranteed, in the first offer, the collection of R$ 415 million for the government, in addition to the commitment of investments of the order of R$ $307.9 million in the eight blocks acquired.

The highest bid was from TotalEnergies, for the SM-1712 sector, in the Santos basin, for R$150 million, followed by another bid from the same oil company for the SM-1815 sector, for R$125 million, in the same basin.

The Shell and Ecopetrol consortium, however, was the one that acquired the most blocks, taking six of the eight offered and disbursing R$ 140 million. The company is divided into 70% for Shell and 30% for the Colombian oil company.

Pelotas Basin

The nine blocks located in the SP-AP4 sector of the Pelotas Basin, on the coast of Rio Grande do Sul, did not receive bids in the auction held by the ANP.

Holy Spirit Basin

The SES-T4 area, in the Espírito Santo Basin, had a block acquired by the company CE Engenharia, which offered a bonus of R$ 205 thousand, a premium of 310%. The company foresees investments of R$ 1.04 billion in the acquired area, which covers 16 square kilometers.

Also in the Espírito Santo Basin, the consortium Imetame (30%), Seacrest (50%) and ENP Ecossistemas (20%) took the SES-T6 sector for R$ 150 thousand.

Petroborn and NFT take blocks from the Recôncavo basin

Petroborn, a Bahian company specializing in mature fields, took two blocks from the Recôncavo basin offered in the third cycle of the Permanent Offer, the first in dispute with Apoema Consultores, and the second without competition.

The oil company will pay R$ 571.7 thousand for the two onshore blocks REC-T-103 (R$ 360.5 thousand) and Rec-T-165 (R$ 211.5 thousand), in the REC-T1 sector.

In the REC-T2 sector, NFT took the REC-T-24 block, for R$ 501 thousand, after a dispute with Apoema and Petroborn. The company, in partnership with Newo, also won the REC-T-191 block, for R$ 80 thousand.

In total, the companies will invest R$ 14.5 million in the acquired blocks.
