The Civil Police of Santa Catarina developed a monitoring system that has proven effective in preventing terrorist attacks, both in Brazil and abroad.
In an interview with CNN Behind the Scenes the general delegate Ulisses Gabriel and the delegate and intelligence manager Raphael Werling revealed details about how this innovative technology works.
The system, called Cyberlab PC, was created in August 2023 after a tragic incident at a daycare center in Santa Catarina.
Composed of three police officers specialized in software, social engineering and operations, the laboratory uses advanced technology to monitor suspicious behavior on the internet.
Expressive Results
In just one year of operation, Cyberlab PC identified 137 possible threats, 92 of which were directed at schools. The actions resulted in 33 police operations, 8 arrests and 18 search and seizure warrants.
The system’s reach went beyond national borders, preventing attacks in countries such as Mexico, Italy and France.
A notable case occurred in Italy, where a young man was identified as a potential attacker, resulting in the seizure of a knife, computer and smartphone.
National and International Performance
Delegate Ulisses Gabriel explained that the global nature of the internet allows the system to identify threats beyond Brazilian borders.
“The virtual world no longer has a location. Virtual globalization means that people are everywhere,” he said.
One of the most significant cases was the identification of a possible attack on MASP (São Paulo Museum of Art).
Investigators discovered that the suspect had the floor plan of the location and planned to act during an event on Avenida Paulista to maximize the number of victims.
Challenges and Vulnerabilities
Delegate Raphael Werling highlighted that many of the threats originate from internet forums, including the deep web.
He explained that extremist groups often recruit vulnerable people, such as victims of bullying or individuals with psychological problems.
“These individuals ask young people to commit escalating acts of violence, preparing them for more serious actions,” warned Werling, highlighting the importance of preventive police action.
The Santa Catarina Civil Police system represents a significant advance in the fight against terrorism and violent attacks, demonstrating how technology can be a crucial ally in preserving public safety, both nationally and internationally.
