Vehicle dismantling companies accredited by Detran-RJ will have to use labels on all parts they offer for sale. The rule was established to track the origin of the material sold and prevent the sale of illegal products.
The measure came into effect last Sunday (1). Owners of accredited establishments will have 90 days to label all material with proven lawful origin in their stocks.
According to Detran, 27 companies that have registered have been trained to use the used parts and scrap metal tracking system since June. In addition, 120 scrapyards are completing the accreditation process and another 200 have already expressed interest in working within the law.
According to the department, in August 2023, the State Government launched the Desmonte-RJ system on the Detran website to facilitate the accreditation of companies. On the website, representatives of establishments can find a pre-registration form, which must be filled out and sent to Detran.
Accreditation only occurs after Detran-RJ inspects the scrapyards to verify compliance with legal requirements. After being deemed eligible, the company will have to register with Desmonte-RJ each part it sells.
Business owners were given guidance on the registered printing companies for issuing the cards with labels and received manuals on how to register the parts in the Detran system.
According to the agency, the labels have security elements – such as holograms, barcodes and QR Codes – that will identify the vehicle of origin of each part.
After purchasing scrap vehicles through auction, scrapyard owners will have to enter the invoices into the system and will need to respect a period of five days to report the purchase and ten days to partially dismantle the vehicle, so that it is not in a condition to return to circulation.
Furthermore, scrapyards were instructed to issue invoices for everything sold.
Since the start of the inspection operations by the task force created by the government of Rio de Janeiro, Detran-RJ has been working with scrapyard owners on the need to register their companies. The action aims to combat the receiving of illegal parts and the operation of unregistered companies,
The Desmonte-RJ system allows citizens to check which establishments are regularly accredited and look for legally-sourced parts for sale.
The DMV states that unlicensed scrapyards will continue to be inspected by the task force. In addition, since the beginning of the task force, 54 establishments have been closed and more than 850 tons of parts and scrap that were being sold illegally have been seized.
