Tourism-Culture: Green light for emergency seasonal assistance to employees who submitted unilateral declarations

An amendment of the Ministry of Labor and Social Affairs submitted to the multi-bill of the Ministry of Health addresses the issues that arose for a portion of beneficiaries (workers in the fields of culture and tourism with the right of compulsory re-employment who received special purpose compensation after submitting a unilateral declaration) of the special seasonal allowance of article 22 of law 1836/1989 of OAED for 2021.

At the same time, it is possible to complete the display of insurance days (stamps) for those beneficiaries whose data could not be cross-checked, so that the relevant DPA can be submitted by the Ministry of Labor and Social Affairs and receive the insurance coverage provided by law.

More specifically, it is provided that, by way of derogation of any general or special provision, especially for the year 2021, employees who were beneficiaries and received the allowance for the year 2019 or 2020 during the year 22 or 2020 are entitled to receive the special seasonal allowance. between 10 September 2021 and 30 November 2021, regardless of the sector of their insurance days in the year 2020 and their capacity at the time of their application (subject to the other conditions of the aforementioned article) and received the special purpose compensation from the Ministry of Labor and Social Affairs upon submission of a unilateral responsible declaration, if they fall into one of the following categories:

a) employees in the field of culture, registered in the special electronic platform artandcultureprofessionals.services.gov.gr to PS ERGANI for which either the relevant DPA has not been submitted by the Ministry of Labor and Social Affairs until the publication of the proposed regulation, or the relevant DPA has been submitted and have been included in an insurance branch that does not make them beneficiaries of the special seasonal allowance,

b) employees in the tourism sector with the right of compulsory re-employment for whom the relevant DPA has not been submitted by the Ministry of Labor and Social Affairs.

For those of the above beneficiaries who have not submitted an application to the competent services of OAED for the payment of the special seasonal allowance, the relevant deadline provided by law is extended until 28 February 2022.

In addition, the employees in the field of culture, registered in the special electronic platform artandcultureprofessionals.services.gov.gr of PS ERGANI as well as the employees in the tourism sector with the right of compulsory re-employment, who received the compensation for special purpose on a voluntary basis their Tax Registration Number (TIN), for which it is not possible to cross-reference their data with the data kept by e-EFKA (such as AMA, AMKA), receive AMA attributed to them by e-EFKA and insured by the Ministry of Labor and Social Affairs on the amount of special purpose compensation and based on the basic package of insurance contributions.
