Transition PEC will have a decisive week; BC decides on Selic on Wednesday

Another decisive week begins for the new government.

Members of the transition group are due to meet this Monday morning (5) with the President of the Chamber of Deputies, Arthur Lira (Republicans), to reach a consensus on the text of the Transition PEC — dubbed the PEC of the Burst.

The deadline is tight. The text needs to go through the Committee on Constitution, Justice and Citizenship, of the House, and the plenary of the Federal Senate on Tuesday and Wednesday. It should then proceed to the Chamber so that everything is resolved by December 16, the deadline for voting on the 2023 Budget and one day before the start of the year-end parliamentary recess.

The current government should also join the discussions. With no money to even pay this year’s Social Security expenses, the Bolsonaro administration may need to hitch a ride on the PEC to make what would be the sixth hole in the spending ceiling and close the accounts at the end of 2022.

In addition to being curious, the participation of the current government in the conversations of Luiz Inácio Lula da Silva’s (PT) team is an indication that the spending ceiling needs, in fact, to undergo a structural reformulation.

On Wednesday, the judgment of the Federal Supreme Court (STF) on the secret budget is scheduled, and the week still holds decisions on the Selic rate and inflation data for November.

Abroad, the ceiling of US$ 60 imposed on Russian oil by the Western powers of the G7, in retaliation for the war in Ukraine, begins to take effect this Monday. The sanction brings huge doubts as to the impacts in terms of commodity supply and prices worldwide.
