Transition wants to suspend refinery sales and “shield” Petrobras prices

Quoted to preside over Petrobras and a member of the transition group that takes care of the area of Mines and Energy, Senator Jean Paul Prates (PT) told CNN that the future government team’s plan is to suspend the privatization process of Petrobras’ refineries and create mechanisms to stabilize fuel prices.

The change in the way fuel prices are calculated would include a stabilization fund that, according to him, could have resources from royalties from oil field exploration and also from dividends paid by Petrobras, including to the Union.

🇧🇷[A ideia] it is to pay partially, sporadically, temporarily, to shield the Brazilian citizen from international oscillation, it is not exactly the subsidy of helping a producer to become viable”, he told the CNN 🇧🇷

“Brazilianizing the price means bringing some stabilization mechanism to the price when necessary in upswings. This is more acute because when we had this very significant rise in the international market, we didn’t have any mechanism and we still don’t because it wasn’t voted. What was done was a stopgap by taking taxes from the states. If there’s one more sharp rise, we’re going to have nothing to cut taxes from, so you’re still vulnerable,” he added.

Senator for Rio Grande do Norte, Prates is one of the members of Lula’s entourage of emissaries in Rio de Janeiro. The group has already had meetings with Petrobras, ANP, PPSA and EPE. This Wednesday (7) the group will receive a series of entities in a room borrowed by the ANP.

Prates also said that the changes will not have “trauma” or “scare”. “I always say the word parsimony when we talk about refining, refining plans, because there are many phases that precede, for example, the analysis of building a new refinery. You have existing refinery upgrades, you have expansion areas within the refineries themselves with new machines,” he says.

Regarding the refineries, he recalled the agreement with Cade (Administrative Council for Economic Defense) made to ensure more competitiveness in the market and stated that he wants to review the terms of this negotiation. “We have to suspend the process and wait for studies because supposedly Cade made an accusation, Petrobras offered the eight refineries, this is the history of the process. Not now, we’ll calmly discuss with Cade […]this requires us to make a suspension”, he said.
