Government officials, such as Bessed, believed, according to a Wall Street Journal report, that progress was made in negotiations on agreements with several commercial partners, such as India and the European Union, as the July 9th deadline approached. The US president decided on Monday to extend the deadline by three weeks and send letters to countries warning of the duties that will apply then.
