“It was pointed out importance of ending the Russian-Ukrainian war, which increases regional and global risks, with an immediate ceasefire and the establishment of a lasting peace and stated that Turkey will continue its efforts to ensure peace and stability in the Black Sea through initiatives in the framework of food security and practices such as the Black Sea Mine Action Task Force, scrupulously maintaining its approaches and practices aimed at eliminating existing risks under the Montreux regime,” the text reads.
Turkey has repeatedly stated that it will not allow the Montreux Treaty to be undermined. Following Russia's attack on Ukraine, Ankara invoked Article 19 of the Montreux Treaty and closed the Straits to warships of both the parties involved and non-littoral states. Ankara recently announced that minesweepers donated by the UK to Ukraine would not be allowed to pass through the Straits, while Turkey's Navy chief, Admiral Erzumed Tatlioglu, said in a speech in October that “we don't want NATO and America in the Black Sea”.
One of top topics on the agenda of the National Security Council, according to the announcement, was terrorism specifically dealing with the Kurdish organization PKK, the Gülenists, whom the government blames for the 2016 coup attempt and the Islamic State.
For war in the Gaza Strip reference is made to the need to achieve peace on the basis of the 1967 borders, but no explicit reference is made to a two-state solution, as President ErdoÄŸan consistently advocates. Specifically, as reported by APE-MPE, in the communiqué it is noted that “Turkey will maintain its persistent and determined stance to stop the bloodshed in Gaza, to ensure the uninterrupted and unhindered delivery of humanitarian aid, to achieve a just and lasting peace in based on the 1967 borders and to reform the international system”.
The National Security Council meeting also discussed the developments at Libyathe Somalia and Sudan and “it was stated that Turkey will continue its efforts to resolve the current issues in contact with the relevant parties, supporting the territorial integrity of friendly and sisterly countries.”
