France has promised two billion euros in military aid to Ukraine, while about 30 leaders met with Ukrainian President Volodymyr Zelensky in Paris on Thursday to discuss how to strengthen Kiev’s position and evaluate how to play a role if a peace agreement was closed with Russia.
The third summit of what France and Britain called the “coalition of the wills” gathers people such as British Prime Minister Keir Strmer, NATO Secretary-General Mark Rutte, Polish Prime Minister Donald Tusk, Italian Prime Minister Giorgia Meloni and Turkish Vice President Cevdet Yílmaz.
It is taking place after Zelensky agreed earlier this month to continue the ceasefire negotiations to ensure the resumption of US intelligence help and sharing.
But Russia has placed additional demands on the implementation of a Black Sea ceasefire agreement and energy goals, and many European nations believe that a peace agreement remains distant.
“First and above all (we will discuss) immediate support for Ukraine. He should continue because it is necessary to maintain resistance,” President Emmanuel Macron told reporters on Wednesday at night at a press conference with Zelensky.
Macron pledged with 2 billion euros in French military support, including missiles, war planes and air defense equipment. The Ukrainian leader said other partners may announce aid packages on Thursday (27).
The format aims to forge a role for Europe in any negotiations about the end of the conflict. Although the United States is not present, French authorities say the result of the summit will be shared with the American administration.
Discussions will focus on how to strengthen Kiev militarily to stop future attacks and how to monitor limited ceasefire agreements on maritime targets and energy infrastructure, as discussed in the negotiations led by Washington this week in Saudi Arabia.
European efforts, led by Macron and Starmer, to create security arrangements for Ukraine are moving from sending troops to consideration of alternatives, as they face political and logistics restrictions, and the prospect of Russia and the United States oppose their plans, authorities told Reuters.
“The prime minister will underline that everyone should come together to support Ukraine to remain in the fight and support US efforts to make real progress, despite continuous Russian overshadow,” Stmerer’s office said in a statement.
Planning has so far analyzed the entire range of European military capabilities, including aircraft, tanks, troops, intelligence and logistics.
Discussions have focused on what European nations can contribute to supporting any future force, he explained.
