Kuleba accused Russian troops of killing civilians “out of anger” as they occupied and then retreated from Bucha.
Shocking footage released on Sunday showed at least 20 civilian bodies strewn across the streets of Bucha after Russian forces pulled out of the area. A mass grave was also discovered in the city.
A team from CNN saw at least a dozen bodies in sacks piled inside the ditch, with the mayor of Bucha saying there was a possibility of up to 300 victims buried there.
European Union and NATO leaders were quick to denounce the civilian deaths, with some calling for investigations into war crimes and new sanctions in response. Russia has dismissed photos of the dead as fake.
Russia accuses Ukraine of ‘provocation’
Russia’s chief investigator on Monday ordered an official review of what he called a Ukrainian “provocation” after Kiev accused the Russian military of massacring civilians in the city of Bucha.
Alexander Bastrykin, head of Russia’s Investigative Committee, ordered an investigation to be opened on the basis that Ukraine had spread “deliberately false information” about the Russian military, the committee said in a statement.
