Ukraine prepares state of emergency decree and starts recruiting reservists

A state of emergency must be introduced in all parts of Ukraine under government control, the country’s National Security and Defense Council announced on Wednesday.

The measure must be approved by the Ukrainian Parliament within 48 hours and will last for 30 days, with the possibility of extension for another 30 days.

“On the entire territory of our country, with the exception of Donetsk and Luhansk, a state of emergency will be introduced,” Oleksiy Danilov, secretary of the National Security and Defense Council of Ukraine, said on Wednesday.

“The main objective of the Russian Federation is to destabilize Ukraine from within and achieve its objective. To prevent that from happening, we decided today and made that decision today,” he added.

Speaking during a press conference in Kiev, Danilov said the state of emergency will include “strengthening public order and security at critical infrastructure facilities” and strengthening inspections on certain transport movements.

“Depending on local circumstances, there may be stronger or more lenient measures to ensure the security of our country,” he added.

“All are preventive measures, to preserve peace and calm in the country and for the economy to continue functioning”, he concluded.

Recruitment of reservists

This Wednesday, Ukraine began recruiting reservists aged between 18 and 60 after a decree by President Volodymyr Zelensky, the Armed Forces said in a statement.

The maximum period of service is one year.

Zelensky said on Tuesday (22) that he was introducing the recruitment of reservists, but ruled out a general mobilization after Russia announced it was moving troops to eastern Ukraine.

In a recorded speech shown on Tuesday (22), Ukrainian President Volodymyr Zelensky thanked the international support, called for sanctions and said that the priority is to preserve the country’s sovereignty and territorial integrity.

Zelensky called for the people and politicians to unite, saying that it is necessary to defend the economy and jobs. He also announced an “economic patriotism” program that includes encouraging local production and tax cuts on the value-added of gasoline.

According to the Ukrainian president, the country is still seeking diplomatic solutions to the crisis, but that it will not cede any territory to Russia, calling for a summit of all permanent members of the UN Security Council, along with Germany and Turkey.

He ended his speech by saying that “we wish for peace and calm, but if we keep quiet today, tomorrow we will disappear”.
