Ukraine sets up centers to help provide heat and water, says Zelensky

Ukrainians who need basic services if Russia knocks down power plants and other facilities this winter can turn to special “invincibility centers”, President Volodymyr Zelensky said on Tuesday.

Thousands of centers spread across the country will offer electricity, heat, water, internet service, cell phone calls and pharmacy, free of charge and 24 hours a day.

The Russian attacks cut power for extended periods to up to 10 million customers at a time. Ukraine’s national power grid operator said on Tuesday the damage was colossal.

“If massive Russian attacks happen again and it is clear that power will not be restored for hours, the ‘invincibility centers’ will spring into action with all major services,” Zelensky said in an evening video speech.

“We should all be prepared for any scenario, given how terrorists are fighting our people and what they are trying to do.”

Zelensky said more than 4,000 centers have already been created, with more planned.

Energy has become a focal point of Russia’s campaign in Ukraine, with Zelensky and other officials urging Ukrainian consumers to conserve electricity and switch to off-peak use.

“I am sure that by helping each other we will make it through this winter together,” he said.

Ukrainian authorities have already set up similar emergency services points in the town of Kherson, abandoned by Russian forces earlier this month, and crowds have gathered in the city center to charge their mobile devices.
