The lawyer and professor from Minas Gerais, Leonardo Nemer Caldeira Brant, is the name indicated by Brazil to compete for a seat at the International Court of Justice (ICJ), based in The Hague, Netherlands. The information was confirmed by the Ministry of Foreign Affairs. The election is scheduled for this Friday (4), during the General Assembly of the United Nations Security Council (UN).
The vacancy is intended for countries in South America and the Caribbean. The mandate is a cap, until 2027, in the chair that belonged to the Brazilian judge Antônio Cançado Trinidade, who died in May.
The Court is the judicial organ of the United Nations. Comprised of 15 judges from all continents, its main responsibilities include judging war crimes or crimes against humanity. The performance of the court takes place when the failure of the judiciary of a particular country to impose justice is proven.
Indicated
Professor of international law at the Federal University of Minas Gerais (UFMG), Nemer was nominated by the national group of the Permanent Court of Arbitration of the United Nations (UN), chaired by Celso Lafer, former Minister of Foreign Affairs in the Fernando Fernando Collor and Fernando Henrique Cardoso.
In Brazil, the Minas Gerais-based lawyer competed with São Paulo jurist Paulo Borba Casella, a professor of public international law at USP. Nemer’s name was endorsed by the Minister of Foreign Affairs Carlos França and some politicians. THE CNN found that among the jurist’s “godfathers” are the vice president of the Chamber of Deputies, deputy Lincoln Portela (PL-MG), and senator Flávio Bolsonaro (PL-RJ).
Since the beginning of the year, the Brazilian government has acted politically to get Nemer’s name on board. The jurist was part, for example, of a Brazilian diplomatic delegation that traveled to Colombia in August, in addition to accompanying President Jair Bolsonaro at the opening of the UN General Assembly, in New York, in September. On the occasion, according to sources heard by CNN, Bolsonaro “camped intensely” in search of votes for the nominee.
