UN Secretary-General Antonio Guterres has said he is “shocked” by images of dead civilians in Bhutan, the town of Kiev where many civilian bodies have been found since the withdrawal of Russian forces.
In a laconic statement, Guterres said “it is essential that an independent inquiry lead to accountability” of those responsible.
For its part, the UN High Commissioner for Human Rights said the location of the mass graves in Boutsa raised “serious questions” about the commission of “possible war crimes” and stressed the importance of preserving all evidence. “We are not yet able to comment on the causes and circumstances of the deaths of civilians in Boutsa, but what we know so far raises serious questions and concerns about possible war crimes and serious violations of international humanitarian law,” he said.
