The UN High Commissioner for Human Rights said today that it had received “credible reports” of several cases in which Russian forces used cluster munitions in populated areas of Ukraine, reminding them that the use of such indiscriminate weapons could be tantamount to a crime.
“Because of their impact on a large area, the use of cluster munitions in residential areas is not in line with the principles of international humanitarian law that must be observed in hostilities,” spokeswoman Liz Trossell told reporters in Geneva.
“We remind the Russian authorities that attacks on civilians and civilian targets, as well as so-called bombing of towns and villages and other forms of indiscriminate attacks, are prohibited under international law and may amount to a war crime.”
Asked about a possible change in Facebook’s policy to allow some users to call for violence against Russians and Russian soldiers, Throssell described it as “worrying” and said her service would raise the issue with the company.
