UN passes resolution blaming Russia for Ukraine humanitarian crisis

The UN Assembly approved the resolution that blames Russia for the humanitarian crisis in Ukraine – the text also provides for the sending of humanitarian aid to the country.

There were 140 votes in favour, 5 against and 38 abstentions. Brazil voted in favor of the resolution.

The second resolution, which would exempt Russia from the crisis, proposed by South Africa, was not voted on after being rejected by 67 countries in the Assembly, following a request from Ukraine.

The UN General Assembly and its 193 members would have to consider two conflicting draft resolutions – both demanding access to aid and protection for civilians, medical personnel and aid workers in Ukraine.

But only one text, written by Ukraine and presented by Mexico and France, and which was voted on this Thursday (24), criticized Russia’s role in creating the crisis.

South Africa’s second draft, which made no mention of Russia, was shot down before going to the vote.

South Africa’s draft resolution was similar to a proposed Russian resolution on the Ukraine conflict that was not passed by the UN Security Council on Wednesday.

Only the Russian and Chinese ambassadors voted in favor of the Russian text; all 13 other members abstained, including Brazil.

The draft text talked about access to aid and civil protection in Ukraine, but did not mention Moscow’s role in the crisis. For the text to pass, nine members needed to support the resolution.
