UN Security Council plans vote to convene General Assembly

The UN Security Council is due to vote on Sunday to convene a rare emergency special session of the 193-member UN. The General Assembly on Russia’s invasion of Ukraine will be held on Monday, diplomats said.

Voting by the 15 members is procedural, so none of the five permanent members of the council – Russia, China, France, Britain and the United States – can exercise their vetoes. The measure needs nine votes in favor and is likely to pass, diplomats said.
