US and Israel make plans for the next day in the Gaza Strip without Hamas

Their plans for the next day in the Gaza Strip after the end of the war, are falling apart USA and Israel, although the Israeli army’s ground operation in the Palestinian enclave has not yet begun.

According Bloombergciting sources from the American side the plans include installation in Gaza Strip of a UN-backed transitional government and with the involvement of Arab governments.

The relevant consultations are still at an early stage and depend on developments such as the extent of the success of the expected land operation of Israel in the Gaza Strip, the officials told the agency, asking not to be identified. And they emphasized that such a plan would need support from Arab states in the region, which is not a given.

The concerns of the American side

Israeli officials have repeatedly made clear that they do not seek an occupation of the Gaza Stripbut they have also said they will not accept Hamas remaining in power after the October 7 attacks by its gunmen that killed 1,400 Israelis and took about 200 hostages.

The challenge of achieving those two goals has heightened concerns in Washington that Israel has not adequately considered what to do after the ground attack. The US is also concerned that an attack on Gaza with no clear objective beyond toppling Hamas could turn the conflict into a regional war.

A spokesman for the White House National Security Council said efforts are currently focused on uniting the world against Hamas – which the US and EU designate as a terrorist organization – and on delivering humanitarian aid to the Gaza Strip as soon as possible.

The humanitarian crisis

In the period after the attacks by Hamas on October 7, theUS President Joe Biden’s aides have tried to balance support for Israel on the one hand with concerns about the evolving humanitarian crisis in the Gaza Strip on the other.

In the ongoing talks the US and its allies have sought to slow the start of Israel’s ground operation to buy time both for more to leave the northern Gaza Strip and for secret Qatar-brokered talks on the release of the hostages by Hamas, which yesterday freed a mother and her daughter from Illinois.

The difficulties for a transitional government

According to William Asher, a former CIA Middle East analyst, installing a transitional government in the Gaza Strip will be incredibly difficult, and even more difficult for Arab governments to accept such a solution.

“A plan involving Arab governments will require a major shift in how Arab states accept risks and cooperate with each other. It would also require a leap of faith on Israel’s part.”says.

Yesterday, Friday, the Minister of Defense of Israel, Yoav Gallad hinted that his country does not intend to take control of the situation in the Gaza Strip after the end of the operation. Israel intends to disengage from Gaza and create a “new security reality” in the region, he told the parliament’s Foreign Affairs and Defense Committee in Tel Aviv.

Opposition leader Yair Lapid has proposed handing over control of the Gaza Strip to the Palestinian Authoritywhich had been defeated there by Hamas in the 2006 elections. “I think ultimately the best thing will be for the Palestinian Authority to return to Gaza,” Lapid said.

But as former CIA officer Ted Singer estimates, neither the Palestinian Authority nor the Palestinian diaspora in countries such as Jordan and Lebanon would be viable alternatives to the Gaza Strip since the former lacks credibility and has difficulty governing the West Bank while the diaspora does not have close ties to Gaza.

The Biden administration has so far avoided taking a public position on the future of the Gaza Strip after the war. Speaking to CBS, Biden’s national security adviser, Jake Sullivan, pointed out that the Palestinian people in Gaza deserve a leadership that will allow them to live in peace and security. “How we will proceed in this matter, I am not in a position to say today. But it is the crucial question, because we have to think not only about what will happen in the short term, but also in the long term”, he stressed.
