A senior US official today called on China and Russia to respond to statements by the United States and others that only humans will decide whether to develop nuclear weapons and never artificial intelligence. State Department arms control official Paul Dean told reporters in an online briefing that Washington has made a “clear and strong commitment” to having people in full control of nuclear weapons, adding that France and Britain have same. “We would welcome a similar statement from China and the Russian Federation,” said Dean, assistant secretary at the Office of Arms Control, Deterrence and Stability. “We think it's an extremely important example of responsible behavior and we think it's something that would be very welcome in the context of the P5,” he said, referring to the five permanent members of the United Nations Security Council.
