During a meeting between US Secretary of State Antony Blinken and Russian Foreign Minister Sergei Lavrov, both agreed to proceed with negotiations to avoid an armed conflict in Ukraine.
In Barbosa’s assessment, “the conversations were positive and both countries put their demands on the table”. “In this way, they established some points in common. One of them is the response that the United States must send in writing to the Russians,” he said.
For the expert CNN, an important concession must be made, since “the non-inclusion of Ukraine in NATO must be accepted by the United States”.
Finally, Barbosa understands that the movement would be a recognition of what was discussed between Russia and the USA in 1989, when the Soviet regime still existed.
“That year, the United States agreed not to expand NATO to the satellite countries of the Soviet Union,” he said.
