Video was edited to look like Bolsonaro supports dating 10-year-old girls

Investigated Content: Video posted on Twitter extracts a speech by the president and candidate for reelection, Jair Bolsonaro (PL), in which he deals with privatizations and China to relate the passage to the Venezuelan girls story. In the caption, the profile that made the post wrote: “’Paint a climate’ – 2022. ‘If you want to n*m#r*re #ngr*vid*r a ten-year-old daughter of ours, you can!’- 2017. Video from August 2017, deleted and recovered from one of the Bolsonaro family systems, use this information and media correctly”.

Completion of Proof: The content of a post according to which Jair Bolsonaro would have said that it is allowed to date 10-year-old girls and get them pregnant during a speech to people on the street in August 2017 is false. October 2022 statement in which the president uses the expression “painted a climate”referring to Venezuelan girls, to suggest that he agrees that adults can date and impregnate children.

The video of the speech by the president, who in 2017 was a federal deputy for Rio de Janeiro, was edited in the content investigated here. In the original, published on the channel of his son, councilor Carlos Bolsonaro (Republicans), the full statement is: “Brazil is a country without borders. If a ship stops outside right now and a million guys come swimming in here, you can’t do anything. It’s their right. And if you want to date one of our 10-year-old daughters and get her pregnant, you can, because it’s the tradition of many people out there, to date, impregnate a 10-year-old girl,” says Bolsonaro.

Subsequently, the current president of the Republic also criticizes female genital mutilation and relates it to immigrants. “If a child is born and you want to cut off her clitoris, you can too, because, abroad, women undergo this type of surgery as soon as they are born”, he adds.

Unlike what Bolsonaro says in the original video, foreigners arriving in Brazil, whether as a tourist, immigrant or refugee, must follow Brazilian law. There is no evidence that immigrants arriving in the country adopt the practices mentioned by the president.

What does the publisher say?: Comprova contacted the profile that made the publication, via direct message on Twitter, but there was no response until the publication of this material.

How do we check: The first step was to Google the video that the verified tweet claims was deleted. Then, the team watched the recording and compared the audio to the video used in the post.

The next step was to research the topics mentioned by Bolsonaro in the video, read reports and laws on the subjects.

The report also contacted the PL press office, requesting a position from Bolsonaro on the misleading publication. The demand was forwarded to the Bolsonaro campaign, but there was no response until the publication of this check.

The profile responsible for the publication targeted by the check was also questioned, but did not respond.

Genital mutilation and child marriage

According to a report prepared by the Observatory of International Migration (OBMigra) 2018Haitians, Venezuelans and Colombians were the three main nationalities that formed the group of immigrants in Brazil in 2018. The practice of female mutilation cited by Bolsonaro, however, is not recurrent in countries that lead the migratory flow in Brazil.

According to the United Nations Children’s Fund (Unicef), it is estimated that cases of female genital mutilation are concentrated in some countries in the Horn of Africa, the Middle East and Asia, with variations in prevalence. Also according to the United Nations body, female genital mutilation occurs, almost in its entire territory, in Somalia, Guinea and Djibouti, with frequency levels above 90%.

In South America, according to a map prepared by the organization The WomanStats Project, the practice almost never occurs, with the exception of Colombia, Peru and Ecuador. However, the study classifies the procedure in these countries as rare or limited to an ethnic minority where this type of mutilation is common.

Regarding the marriage union data of children, the Unicef provides data related to the marriage of 15 and 18 year olds. Among the predominant migrations, Haiti recorded two marriages of 15-year-old girls, according to 2016 and 2017 data. Colombia, in turn, registered five unions, based on 2015 data. Finally, there was no record of marriage of 15-year-old girls in Venezuela.

Children’s wedding in Brazil

Bolsonaro mentions that men from outside Brazil could marry and impregnate Brazilian children. However, child marriage is still an existing practice in Brazil among Brazilians themselves. According to research by Unicef, the country, the fifth most populous, in absolute numbers, ranks fourth in the world in child marriages. India, Bangladesh and Nigeria are ahead in the rankings.

According to a report by News Chamber Agencyin 2016, there were 137,973 marriages or unions involving people up to 19 years of age, of which 28,379 were boys and 109,594 were girls.

Another data, published in Sheet, shows that in 2019 alone, more than 80,000 girls aged up to 19 were officially married in Brazil. According to the IBGE, 169 of them were under 15 years old.

THE law 13,811of 2019, prohibits the marriage of people who have not turned 16 in Brazil.

Migration Law

In the verified piece, the president’s speech regarding the entry of foreigners who intend to reside temporarily or permanently in Brazil is incorrect. THE Law No. 13,445, 2017, defines the rights and duties of migrants and visitors in Brazil. In the specifics of the law, it is explicit that foreigners who have been denied a Brazilian visa will be prevented from entering the country while the conditions remain refused.

Rights and duties

Unlike what Bolsonaro says in the original video, foreigners arriving in Brazil, whether as a tourist, immigrant or refugee, must follow Brazilian law.

In its title II, “Individual and collective rights and duties”, the Foreigner Statute says that “all are equal before the law, without distinction of any nature, guaranteeing Brazilians and foreigners residing in the country the inviolability of the right to life, liberty, equality, security and property”.

Foreigners residing in Brazil must follow Brazilian law and, therefore, cannot marry persons under the age of 16, which is considered a crime, as stated above.

About getting pregnant minors, the Brazilian Penal Code says that it is rape of a vulnerable person “to have sexual intercourse or to practice another lewd act with a person under 14 years of age”.
