The rules for combating violence against women are becoming more stringent. The bill expected for today in the Council of Ministers includes a series of innovations that aim to target the harasser, without weighing on the freedom of the victims. The package was developed by the ministries of the interior Luciana Lamorgese and by that of justice Marta Cartabia, with the contribution of several ministers.
For example, patrols are planned under the house, to prevent women from being restricted to movement. The government is even considering the possibility of assigning an escort to the victims of violence, as for mafia witnesses.
Furthermore, as victims too often do not report for fear of being discovered by abusive partners, the ex officio prosecution for harassment and violence on women (who are now a party lawsuit). In practice, the police will be able to intervene, for example, even if alerted by neighbors. The assumption, however, is that the partner must already have been warned for this type of crime (even not against the victim).
At the judge’s order, the offender will have to bring the electronic bracelet, which – equipped with GPS for geolocation – will make it possible to identify any violation of the prohibition of approaching the family home or places frequented by the victim (and in that case, pre-trial detention is immediately triggered). The bracelet, however, cannot be applied without the consent of the interested party who, often, as is the case with other crimes, does not grant it. But, thanks to the new package of standards, if the abusive partner refuses the bracelet, they must accept to be subjected to heavier measures, such as house arrest or signing at the police station three times a day.
For women, the package also provides for greater psychological protection: each of them will be adequately informed about the nearest anti-violence centers.
