EIP-7623 proposes to increase the cost of accessing the basic level of data availability in Ethereum. This will reduce the maximum block size from 2.7 MB to ~1 MB and free up space for a potential increase in the gas limit or number of BLOBs.
Buterin believes some L2s are hesitant to tackle large binary data sets due to potential market congestion.
