VLI and Companhia Docas do Espírito Santo (Codesa) signed this Monday (13) a memorandum of understanding for expansion works at the Port of Vitória.
According to the company, the document assumes that studies can conclude that there is an opportunity for investments in railroad, port and terminals that reach up to R$ 200 million, with the objective of increasing the volume of cargo carried by the asset.
Last year, Codesa, which manages the ports of Vitória and Barra do Riacho, was privatized in the first port company auction held by the Bolsonaro government.
On a visit to the port, in which he participated in the signing of the memorandum, the Minister of Ports and Airports, Márcio França, again stated that the government will respect actions concluded in the last administration. “We are analyzing all previously closed contracts. Naturally they undergo revision, but we will respect what was done in the past government as long as it has been completed, ”he said.
“At the port of Vitória, we have a new process, with a few months of concession. And today we witnessed the VLI agreement that has to do with the railroads to arrive at the port”, said França.
According to VLI, the studies to be carried out by the company and the port company include the analysis of capacities necessary to accommodate the load matrix under study, which includes adaptations and training of railway branches that access the Port of Vitória, branches internal to the polygonal of the terminal, pier capacity – involving berths, draft and equipment, among other aspects – and loading, unloading and static storage systems for the cargo to be handled.
Currently, the operator moves about 25 million tons per year in the ports and railroads of Espírito Santo. The study estimates an increase of about 5 million tons of mineral and vegetable solid bulk to the current load matrix in the State’s import and export flows.
“VLI sees on this occasion another opportunity to contribute to the strengthening of the logistics infrastructure of Espírito Santo and to an even broader service to customers who move cargo in the port system of the State”, said the interim CEO of VLI and Financial Director, of Supply Chain and Services of the company, Fábio Marchiori.
The director-president of the Port of Vitória, Ilson Hulle, said that the signing of the memorandum is an important step within the purpose of the new management of the port to invest in increasing capacity, diversifying cargo and new areas for port exploration.
Revision
After the agenda at the port, Márcio França was asked if Codesa’s concession contract would be revised by the current government. The minister again said that the management is analyzing all previously closed contracts, but reinforced that he will respect the operations that have already been completed, provided they are done legally.
“There are some concessions for which no deposits have been made, they have not yet been paid, some are being returned, each case is different. What was done will be respected as long as the legislation in force at the time was complied with”, said França.
He also pointed out that the new company has several contracts to be signed, referring to the movement of liquid cargo and containers, for example. “The port has a draft limitation, but they are still finding mechanisms to make the whole maneuver of the ship better used”, he said.
França also said that he took to the governor of the state, Renato Casagrande, the desire of the MSC company to return to serving the port of Vitória with passenger ships. “The governor asked his secretary to evaluate it”, said the minister.
