THE CNN had access to documents that reveal that the company Passaredo Transportes Aéreos SA, currently Voepass, operated at Cascavel airport, in Paraná, from March 31st until June 18th, 2024 no current contract as there was pending documentation.
It was from Cascavel that the Voepass flight left that crashed in Vinhedo on August 5th of this year, killing 62 people – 58 passengers and 4 crew members.
The information is in administrative process 31.696/2024, which involves a municipal authority in Cascavel, Transitar — the body responsible for the administration of Cascavel airport — and the company Passaredo Transportes Aéreos SA
The contract would grant permission to use a check-in and check-out area of 14 m² and an area of 70 m² for aircraft maintenance; space designated exclusively for the operation of regular air transport services at Cascavel airport, that is, the document formalizes the permission for Voepass to operate at the location.
On May 3, 2024, the president of Transitar, Simoni Soares da Silva, signed a document that authorizes the direct contracting, by exemption from bidding, of the company Passaredo Transportes Aéreos SA, with the purpose of space for operations at the Regional Airport of West, in Cascavel. At the end of the document, the president of Transitar mentions that there is no current contract and asks for an investigation into the case.
“Considering the beginning of the service without a current contract, I order that a process to determine liability be opened.”
On May 5, 2024, the company Passaredo signed a Conduct Adjustment Term (TAC) with the municipal authority Transitar, committing to deliver documents necessary for the formulation of the Term of Permission for Use and Areas of Coronel Municipal Airport Adalberto Mendes da Silva from Cascavel, in Paraná.
The TAC requests Passaredo to present documents such as a negative or positive certificate with state, municipal, labor and FGTS negative effects or, in the case of current judicial recovery, a court decision regarding the exemption from presenting certificates in hiring and the judicial recovery within a period of 6 months, that is, until December 5, 2024.
Then, a “Term of Permission for the Use of Areas, on a Precarious and Onerous Title (n° 013/2024), signed between Transitar and Passaredo”, was added to the administrative process. The date of the document, signed on June 18, 2024, appears in pen. However, the electronic signature of one of the witnesses on the document refers to June 14, 2024. The document is also signed by the president of Transitar, Simoni Soares da Silva.
After signing, the extract from service provision contract No. 013/2024 was published, stating that the contract was signed on June 18, 2024.
Administrative failure
CNN contacted Simoni Soares da Silvia, president of Transitar, and asked whether Voepass operated from March 31 to June 18, 2024 without a current contract. The president of the municipal body stated that “there was only a delay in the delivery of certificates”, but acknowledged that there was an administrative error in delaying the signature.
“Regarding the simple administrative failure of delay in signing, as seen at the end of the aforementioned note, this was the subject of Administrative Disciplinary Process against whoever caused it, however, there was no debt remaining regarding the permission to use the area from 03/31 until the closure of the operation, which could constitute damage to the treasury.”
The president of Transitar sent the CNN a note from the 12th Public Prosecutor’s Office of Cascavel to highlight that there were no irregularities. The prosecutor’s note, however, is from September 2024, after Voepass signed the contract with the body responsible for the airport (Transar).
The 12th Prosecutor’s Office says that “it did not receive any complaint through institutional channels about the lack of authorization for the company to operate in Cascavel” and that, having received news from the press, it contacted Transitar to request clarification. The Cascavel prosecutor’s office received the response on September 2nd and “concluded from analyzing the documents that there was no lack of authorization to operate that could indicate potential risk to the consumer”, says the note.
THE CNN He contacted the Public Ministry of Paraná and questioned whether the company Voepass operated from March 31 to June 18, 2024 without a contract at Cascavel airport. The 7th Prosecutor’s Office, responsible for protecting public property, told CNN that it “received complaints about the matter.
“We received complaints in this regard. There was a recent publication of factual news to investigate the facts. For now, this is what we have to say”, highlighted the note.
THE CNN also contacted Voepass, which stated that “all its operations are regular ”.
In a telephone conversation, a Voepass employee — before forwarding the note — attributed the administrative failure to the city mayor and Transitar.

Wanted by CNN Anac, National Civil Aviation Agency, stated that it does not interfere in contracts at municipal airports .
“Anac does not interfere in commercial relations between airlines and airport operators, such as contracts for operations at municipal airports.”
For the agency, “the agency’s actions focus on ensuring that air operations are carried out safely and that airports have the appropriate infrastructure to receive aircraft. With regard to flight operations, it is worth noting that the airport’s prior consent is required for the flight to be registered with Anac. However, the agency does not participate in negotiations between the parties involved.”
The external committee of the Chamber of Deputies, which is investigating the crash of the Voepass plane, will hear from the mayor of Cascavel, Leonaldo Paranhos da Silva. The hearing is scheduled for November.
