After almost 20 days of war between Israel and Hamas, the conflict is experiencing a “double paradox”, in the assessment of professor at the Escola Superior de Guerra Ronaldo Carmona.
A CNN Radio he explained that this scenario involves both international public opinion and the military response.
“Initially, Israel was the target of solidarity from around the world due to the barbarity of Hamas’ attacks,” he said.
However, the professor highlights that the siege on Gaza brought a humanitarian crisis, with the deaths of children and the elderly, which “also generated commotion.”
This means that Israel has had difficulty finding “proportionality when it comes to reacting to terrorist attacks without bringing humanitarian chaos against civilians.”
The second paradox, according to Carmona, concerns the military issue.
Although Israel has one of the best equipped armies in the world, it “will face the precarious armed group that is Hamas”, but which has an advantage in the urban environment.
“Hamas must have superior conditions, due to the existence of tunnels, which allow ambushes and human shields,” he said.
Furthermore, “Israeli troops will not be able to make full use of conventional warfare instruments, such as the use of armored vehicles, as the urban environment is made up of streets and alleys, typical of an extremely populated region.”

The solution will be “to use elite special forces, who will have to fight house to house, building to building.”
Given this situation, Ronaldo Carmona believes that the resolution to the conflict is “in another sphere”, other than the military, such as diplomacy, with the attempts at United Nations resolutions.
