“We are not interested in concluding the election under suspicion”, the Ministry of Defense tells Fachin

The Minister of Defense, Paulo Sergio Nogueira, sent a document, this Friday afternoon (10), to the president of the Superior Electoral Court (TSE), Edson Fachin, in which he demands that the proposals made by the Armed Forces to improve the system elections are met and says that “transparent elections are matters of national sovereignty” and that “we are not interested in concluding the election under the shadow of distrust”.

“All of us are not interested in concluding the election under the shadow of voter distrust. Transparent elections are matters of national sovereignty and respect for voters”, says Paulo Sergio in the document to which the CNN had access.

It also states that the electronic voting system needs constant updating and that “observers are not enough” to ensure that the process is successful.

“It is noteworthy that, as it is an electronic election, the means of inspection must be continually updated, requiring specialized personnel in cyber and data security. Therefore, the participation of “visual observers”, national and foreign, of the electoral process is not enough.”

The document says that “so far, the Armed Forces do not feel properly honored for responding to the honorable invitation of the TSE to integrate the Transparency Commission”.

He also says that “secret is the vote, not its counting”. “It should be noted that a fundamental premise is that the exercise of the vote is secret, not its verification. In this way, it is understood that the transparency of the election must permanently guide the performance of the supervisory entities and the TSE itself.”

It argues that “the Armed Forces sent 07 (seven) general proposals to the TSE” and that “it was not yet possible to carry out the technical discussion”.

“Since both the premises and some concepts that guided the preparation of the proposals required better clarification, the intention, discussed by this Minister with Your Excellency, in a hearing held on April 6th, was to promote the presentation of proposals, followed by the technical discussion with the TSE team, in order to better support the eventual debate within the CTE. Once the proposals were presented at the meeting held at the Court on April 20, 2022, it was still not possible to carry out the technical discussion.”
