“Unfortunately, it was not possible to approve this resolution, there was a clear division of opinions. But I think that from our point of view, from our presidency, we made every possible effort to stop hostilities and stop human sacrifices. And that some type of assistance could be given to the local populations, to the Brazilians who are in the Gaza Strip”, declared Mauro Vieira.
The Brazilian resolution received 12 votes in favor. But the document did not advance because the United States used its veto power. Russia and the United Kingdom abstained.
The Americans have the prerogative of veto because they are one of the nations with a permanent seat on the Security Council. China, France, Russia and the United Kingdom have the same status.
Brazil’s representative on the Council criticized the difficulty in approving a consensual text in the face of a situation that he classified as a “humanitarian catastrophe”.
“The Council should take action and act quickly. The Council’s paralysis in the face of a humanitarian catastrophe is not in the interests of the international community. While we made a great effort to accommodate different — and sometimes opposing — positions, our focus was, and continues to be, on the humanitarian situation,” he said.

The text condemned all violence and hostilities against civilians and all acts of terrorism and called for the immediate and unconditional release of all hostages. The resolution proposed by Brazil also called for pauses in the conflict to allow humanitarian aid access to the Gaza Strip, the region where the war is concentrated.
During the meeting where the text was voted on, the US envoy to the UN stated that the United States is “on the ground doing the hard work of diplomacy”, working with Israel, its neighbors and the UN to resolve the humanitarian crisis.
According to him, the country is disappointed with the proposed resolution, as it does not mention Israel’s right to self-defense.
Last week, Israel ordered some 1.1 million people in Gaza — nearly half the population — to move south as it prepared for a ground offensive in retaliation for Hamas’ worst attack on civilians in its 75-year history. of Israel.
Israel placed the Gaza Strip under total siege and carried out intense bombings. The country has vowed to annihilate Hamas after the radical Islamic group killed 1,400 people and took hostages in terrorist attacks that began on October 7.
