This Monday, president-elect Luiz Inácio Lula da Silva (PT) is in Brasília to try to unblock the negotiations involving the proposed amendment to the Constitution that provides for Bolsa Família outside the spending ceiling, sew agreements with Congress and start to define your team of ministers.
