Its main axes will be the quality, the evaluation and the certification of both the training providers and the trainees. The aim of the government is the following: Training to cease to be an unparalleled paper, to make proper use of European resources, but also to make training an essential resource for the future of the employed and the unemployed.
According to his valid information Capital.grthe forthcoming “regime” of training will be governed by a single framework for private and public providers, higher standards, “coverage” for both the unemployed and employees, a subsidy for providers and trainees and resources from the Recovery Fund and not only the NSRF and budget.
More specifically, according to the same sources:
– Firstly, a unified framework will be formed for training providers, both in the private sector (IEK) and in the public sector (Greek public Universities, Ministries, OAED).
– Secondly, this new, unified framework will have higher standards than the existing ones. Any provider that does not meet these criteria will be “cut”, ie will not be able to provide training.
Thirdly, training programs will not only concern the unemployed, but also the employed.
In other words, training (for the unemployed) and retraining (for the employed) will be provided.
This is because the demand will no longer be for finding a profession (for the unemployed) but also for professional development (for the employees). On the contrary, so far, the training has been mainly for the unemployed.
– Fourth, the grant will concern both providers (eg private IEK) and trainees.
– Fifth, the funds allocated do not come only from the (new) NSRF and national resources, but also from the Recovery Fund.
The possibility of interventions in the subsidy of the unemployed remains open. According to information from Capital.gr, there are suggestions for changes in two key areas.
1. The first field is that of the various privileges (eg tax discounts, free transportation on the transport of Athens) which are provided to OAED registrants.
In relation to the various privileges, there are suggestions for the introduction of income and property criteria. It is reminded that based on the current “regime”, every unemployed citizen, regardless of the declared income or property status, can register with OAED and enjoy various privileges. in assets – as is the case with the various welfare benefits of OPEC – so that those with high incomes and large fortunes are excluded from these privileges.
2. The second area in which changes have been suggested is unemployment benefits. In relation to the (insurance) unemployment benefits, at the table there are suggestions for their calculation based on the last salaries of the beneficiaries, its de-escalation during the time during which they are entitled to a subsidy, their connection with the job offer and training .
It is recalled that the report of the Pissaridis committee, which has been taken seriously by government officials who have been involved in drafting the relevant bill, proposes to set the unemployment benefit at 55% of the average monthly salary of the unemployed in the previous 3 years with a maximum allowance limit of 1200 euros.
The same report proposes that the duration of the increased allowance be six months, instead of the current twelve months, and that it be paid on condition that the unemployed person is actively looking for work or participating in training programs.
If the unemployed person after six months despite active efforts to find a job has not found a job, he will receive for a period of up to six months or until he finds a job, if this happens earlier, the unemployment benefit at the current level, ie at 55 % of the minimum wage. In fact, according to information, it is being considered to keep part of the unemployment benefit, at least, as an increase in the salary for any unemployed person, while going through the period of his subsidy (as a beneficiary of the unemployment benefit), to find a job. On the other hand, the following is examined: Any subsidized unemployed person who refuses 3 times to take a job in the company proposed by OAED (near his place of residence), will lose his unemployment benefit.
