The terms of President Vladimir Putin to end the war in Ukraine include the demand for Western leaders in writing to stop NATO’s enlargement to the east and lift much of the sanctions against Russia, according to three Russian sources. Kiev and European governments have accused Moscow of being stuck while its troops are moving to eastern Ukraine. “Putin is ready to make peace, but not at any price,” said a higher Russian source with the knowledge of the Kremlin’s thoughts at a highest level, which spoke on the condition of anonymity.
