What is the green pool that will reduce energy costs for industry

Of Thanks to Floudopoulos

It aims to reduce energy costs for industry and through it it is planned to conclude bilateral contracts in the Greek market between major consumers and RES producers.

The scheme for the famous green pool has been submitted for approval by the European Competition Commission with the aim of starting its implementation from the beginning of 2023.

At the moment, the energy-intensive industries are holding contracts with PPC, while the goal is to be able to conclude bilateral green energy purchase contracts through the green pool, at an agreed competitive price.

Apart from the obvious benefit for the industry, through the green pool the penetration of RES in the energy system of the country will increase.

It is worth noting that this mechanism was notified to the European Commission in the autumn of 2021.

What is

The logic of the green pool is relatively simple: on the demand side, industries create a critical volume and sign bilateral contracts to meet their needs.

The main mission of Green Pool will be to adapt the production from RES to the consumption profile of the industrial consumers that are included in the scheme.

For this purpose, the industries will entrust to the manager of Green Pool the power generation of the green units with which they have signed PPAs so that he can proceed with the appropriate purchase and sale of electricity and the energy will be formed in a base load for the selected customers.

From this process of matching green production with industrial consumption, an additional cost will arise, the so-called shaping cost. According to the plan submitted for approval to the EU. It is envisaged that 85% of the configuration costs will be covered by state aid, so that the industries can get green energy at competitive prices.

In addition, the Greek proposal provides for the selection of a manager of Green Pool that a competition will be held on an annual basis by DAPEEP, which will be responsible for the implementation of the scheme and the payment of compensation for the costs of configuration.

In order for a company to claim the role of administrator, it must have an FOSE (Cumulative Representation Body) license and at the same time a supplier license.

Finally, the scheme provides safeguards in order to ensure that the energy from the green pool ends up in select industrial customers, who participate in the scheme.
