There was an official clarification on how the management of the WhatsApp messenger plans to act with those users who have not accepted the new rules and do not plan to do so before the deadline.
After May 15, WhatsApp plans to “slowly persuade” such users to accept the new terms “to maintain full WhatsApp functionality.” This period will last for several weeks. During this time, as we have already reported, users will be able to receive calls and notifications, but will not be able to read or send messages from the application.
If users do not respond to such persuasion, their accounts will be deleted. According to official company policy, accounts are “typically deleted after 120 days of inactivity.”

Initially, the new rules were supposed to enter into force on February 8, but after a sharp churn of users and negative reactions, the deadline for the adoption of the new rules was postponed until May 15.
Pavel Durov, shortly after the announcement of the changes in WhatsApp, said that 25 million new users joined Telegram in just 72 hours. Telegram later allowed the transfer of chat history from WhatsApp.
