Which outstanding pensions will be given by June

By Dimitris Katsaganis

The government is running the reduction of outstanding pensions at three “speeds”, with the first “speed” being the pending applications for main pensions from one or successive insurance.

To the second belong the outstanding main pensions of parallel or international insurance. The outstanding supplementary pensions belong to the third “gear”.

The government places the greatest emphasis on the outstanding main pensions of one or successive insurance, then on the outstanding pensions of parallel or international insurance and then on the outstanding supplementary pensions.
More detail:

1st gear: Outstanding main pensions of one or successive insurance

These are the applications of pensioners of only one fund (eg only IKA or only OAEE) and the pensioners of two or more funds (eg IKA and then OAEE, OAEE and then IKA etc.).

Reducing them, especially those who have been waiting for more than three months (ie the so-called overdue ones), is the central goal of the government, while it has also committed itself to the institutions, in order to eliminate them by next June.

The main problem for the reduction of overdue pensions is located in the outstanding pensions of the former OAEE. And this is due to the debts of freelancers that exceed 20,000 euros.

2nd gear: Outstanding main pensions of parallel or international insurance

They belong to the second “speed” pending applications for main pensions from parallel insurance or international insurance.

These are retirees who had insurance at two or more funds at the same time. For example, they were insured with IKA and at the same time with the EBRD or the State and then with IKA.

These retirees have received the pension from their first, “basic” fund and are waiting for the pension from the second fund, which will come as a surcharge.

These outstanding increases in the pensions of the insured “run” from May 2016 onwards.

However, as these benefits apply to those retirees who have received their first pension from their (first or “basic”) fund (the IKA or the EBRD in this case) they are not counted among the pending retirement applications, which are displayed each month by the reports of the “Atlas” system, as noted by the same executives in Capital.gr.

Within the next month, the application of the appropriate software is expected in order to unblock their release.

With regard to international pensions, it is recalled that the integration of e-EFKA in the European information exchange system EESSI.

The EESSI system is a closed electronic information circulation system between the Social Security Institutions of the 27 EU Member States, the EEA countries, Switzerland and the United Kingdom.

The systems of the Social Security Institutions of the above countries are interconnected through EESSI, with the aim of the complete electronic management and exchange of the necessary insurance information.

3rd gear: Pending supplementary pensions

Supplementary pensions have also taken the path of digitization. The electronic application for receiving a supplementary pension due to disability was launched in the past few days on the e-EFKA website, according to an announcement by the institution.

With the implementation of this electronic procedure, all new applications for supplementary pensions (old age, disability and transfer due to death) of the private sector are now made electronically on the website of e-EFKA. Within the next period, the corresponding electronic application for the insured of the public sector will be put into operation.

This means that those who have submitted a handwritten application for a supplementary pension will not have to reapply through the online services.

It is also emphasized that the differentiation of the technical way of submitting an application (manuscript or electronic) has nothing to do with the rights of the applicants in relation to the supplementary pension, as they are governed by the same rules.

As pointed out in the same announcement of e-EFKA, when an insured person submits electronically the request for receiving the main pension, he can submit an electronic request for receiving the supplementary pension on the same day.
The same sources state that the digitization of the supplementary pension application process will reduce by 1 or 1 month the waiting period for receiving the supplementary pension.

Accelerating the award of supplementary pensions is an interrelated goal with that of accelerating the award of main pensions, according to the same sources. In order for an insured person to receive a supplementary pension, their final pension must have been issued beforehand. Therefore, when more new main pensions are issued (as is the case recently based on data published by the government through the monthly reports of the “Atlas” system), the way is opened for the issuance of more new supplementary pensions, emphasize fund executives at Capital.gr.

Nevertheless, the government is taking autonomous measures to increase the rate of issuance of new supplementary pensions, such as the digitization of relevant applications.

This will not be the only measure, as Capital.gr has revealed that the “system” for issuing pensions by individuals will be extended to the auxiliary.

In other words, the self-employed lawyers and accountants, who have been working on new main pensions since November, will be working on new supplementary pensions.
