Deputy Head of the Ministry of Industry and Trade of the Russian Federation Vasily Shpak, in an interview with Interfax, spoke about the state of the Russian microelectronic industry in terms of import substitution, as well as details about the point system for recognizing domestic products.
In February this year, a draft scoring system for assessing the level of localization of computers and peripheral systems will be submitted for consideration by the Government of the Russian Federation. The transition to a point system for determining the “domesticity” of products will be mandatory in matters of public procurement. Moreover, the passing score will increase every year, and the Russian processor for computer technology will become mandatory. Customers will need to include it in their products or justify the cost of purchasing, developing or manufacturing it. Vasily Shpak noted that without a domestic processor, it would be very difficult to achieve recognition of Russian products, since the maximum score would be awarded for it – up to 60% or more.
The Deputy Head of the Ministry of Industry and Trade believes that this approach will ensure the support of all local manufacturers of computer equipment, and the point system will eventually be applied not only to electronics, but to all industrial products in all industries. This practice is already being used in the automotive industry, and the telecommunications industry is next in line.
At the moment, the state is introducing various support measures for the development of domestic electronics, the development of production infrastructure and the introduction of products. The authorities expect the effect from them by 2025-2030, when the share of Russian electronics in the domestic market, according to forecasts, should be up to 70% (now 25%). In addition to financial support, the government introduces enhanced regulation. For example, state-owned companies are prohibited from purchasing certain foreign equipment and products based on foreign microcircuits. Also, customers are required to comply with the rule that all applications with foreign products are rejected if there is at least one application from Russia.
