Who is Affonso Pastore, former BC president who will advise Sergio Moro

Economist Affonso Celso Pastore confirmed to CNN who will be the advisor of former judge and former justice minister Sergio Moro, now candidate for the presidency in 2022 by Podemos.

Pastore assumed the presidency of the Central Bank of Brazil (BCB) in September 1983, during the João Figueiredo government, at the end of the military period. He remained in office until March 1985.

Moro’s new advisor was born in the city of São Paulo on June 19, 1939. He holds a degree and post-graduate degree in Economics from the Faculty of Economics, Administration and Accounting of the University of São Paulo (FEA/USP), where he also held his Free teaching.

According to the economics analyst at CNN Brasil Raquel Landim, Pastore is a reference for a generation of economists who have formulated economic policies in Brazil in recent times. And very present on the political scene.

According to Landim’s investigation, Pastore has no intention of holding public office in an eventual Moro government.

Pastore began his public life in 1966, during the administration of Governor Laudo Natel, becoming an advisor to the then Secretary of Finance of the State of São Paulo, Antônio Delfim Neto, his former professor at the FEA.

The following year, Delfim Neto was called to the position of Minister of Finance, and Pastore joined his team of advisors.

Between 1967 and 1973, he participated in the joint advisory of the Ministries of Finance and Planning, based at the Institute for Applied Economic Research (IPEA), linked to the Ministry of Planning.

In 1968, he was part of the Brazilian government delegation at the meeting of the International Monetary Fund (IMF), held in Washington.

Pastore assumed the coordination of research at the Institute for Economic Research (IPE), at USP, in 1970, the year in which he also coordinated the research group at the Institute for Applied Economic Research (IPEA).

The 1970s were marked by his trajectory in public life and the beginning of his academic career as a teacher.

He assumed the position of Secretary of Finance for São Paulo in 1979, during the administration of Governor José Maria Marin.

During his tenure as secretary, there is controversy involving the overflow in the state budget caused by Paulipetro’s expenses, in 1983. Pastore declined to answer for the case, and left the secretariat in March of that same year.

He blamed the then Secretary for Industry, Commerce, Science and Technology, Osvaldo Palma.

In August 1983, at the invitation of the Minister of Finance, Ernâni Galveias, Affonso Pastore assumed the presidency of the Central Bank.

The economy at that time was going through a reality shock of the external debt, caused by the indebtedness of the previous decade and by the second oil shock, in 1979.

As in the current scenario, Pastore had to deal with inflation, established by the strong devaluation of the national currency, and monetary measures to contain the rise in prices.

According to the FGV Research and Documentation Center (CPDOC), as president of the Central Bank directed Pastore to participate in the National Monetary Council (CMN) and in the board of directors of Banco do Brasil.

As well as participating as a representation of Brazil to international institutions such as the IMF, the Inter-American Development Bank (IDB), the International Bank for Reconstruction and Development (IBRD), the Financial Fund for the Development of the La Plata Basin (Fonplata) and the African Development Fund (ADF).

After leaving BC in 1985, the economist dedicated himself to the private sector and set up a consultancy.
